MNRAAA Announces 4 Request for Proposals to Assist Older Adults and Caregivers
The Minnesota River Area Agency on Aging, Inc. (MNRAAA) has announced four Request for Proposals to serve older adults and caregivers. These awards are to assist those with the greatest economic need and those with the greatest social need within the Southwestern Minnesota twenty-seven-county planning and service area. MNRAAA, as the designated Area Agency on Aging for these counties, receives Federal and State funding to grant to non-profit organizations.
The Federal dollars come from the Older Americans Act (OAA) and is broken up into four different categories. Title III-B – Supportive Services focuses on provided direct service to older adults through chore, homemaker as well as providing assistant transportation and transportation services. Legal service for older adults is also a priority service under Title III-B.
Under Title III-D – Evidenced Based Health Programs are the focus. These programs feature approved evidenced-based programs by the National Center on Aging (NCOA). Examples include Stepping On, Matter of Balance, and SAIL, to name a few.
Caregiver services are found within Title III-E – Family Caregiver Services. This area focuses on providing support, education, and training for caregivers. Caregivers can be those assisting older adults, those who care for individuals with Alzheimer’s disease or related neurological or organic brain dysfunction and older relative caregivers of children or adults with severe disabilities.
MNRAAA awards Federal as well as State of Minnesota funds under Title III-C Nutrition Services. These services include Congregate Dining and Home-Delivered Meals. This year MNRAAA will be focusing on innovative approaches to expanding Congregate Dining areas.

The Advisory Council is made up of individuals throughout the region. They make up older adults, caregivers, health care provider organizations, local elected officials, service providers, as well as individuals with leadership experience. The Council will be reviewing the applications in August and September.
The RFP’s are open through August 10, 2026. MNRAAA will be hosting two technical calls. They will be on July 22, 2026, and August 5, 2026 at 1:00 PM. Organizations are asked to register for the call. MNRAAA will be prioritizing areas that feature a lack of affordable housing, are food deserts, seeing a decline in health providers or a recent facility closure. Other factors include rural areas and areas that do not feature an older adult focal point, like a senior center or community gathering space for older adults.
